Source: the city's housing maintenance violations from HPD, counted when their status is open. Class C violations are the ones HPD treats as immediately hazardous. Per apartment divides open violations by the building's residential units on the city's lot file. A violation can stay open after a repair until it is inspected and closed, so a count is a record of open items, not a finding about current conditions.
